Massachusetts is preparing to enter the digital lottery space, with Aristocrat Interactive set to power the state’s first-ever iLottery platform. Following a competitive bidding process, the Massachusetts State Lottery Commission (MSLC) selected Aristocrat Interactive – NeoGames’ U.S. arm – as its official technology and services partner.
Comprehensive Platform Deal Secured
Under the contract, which takes effect on July 1, 2026, Aristocrat Interactive will supply a full-service iLottery solution that includes eInstant games, draw games, player account systems, and an aggregation platform for third-party content. The initial agreement spans five years, with the possibility of three additional three-year extensions.
The partnership also includes joint efforts in customer engagement, promotions, compliance, and responsible gaming practices.
Mark William Bracken, Executive Director of the MSLC, said: “After a comprehensive and competitive process, Aristocrat Interactive demonstrated the best value for the Commonwealth. Partnering with Aristocrat Interactive provides us with a proven, successful platform that will allow the Lottery to fulfill its mission of maximizing funding for early childhood education and care that will benefit families throughout the Commonwealth.”
Delayed Rollout Aims for Long-Term Gains
While the initial goal was to launch the iLottery in late 2025 following the passage of the state’s budget that legalized online lottery, that timeline has shifted. Based on the contract’s start date, Massachusetts players are now expected to gain access in July 2026.
Despite the delay, Bracken previously noted the MSLC had already verified approximately 350,000 players on its website. Online lottery participants will need to be at least 21 years old, a step up from the 18-year-old requirement for retail lottery sales.
State officials initially projected $100 million in additional annual revenue from online lottery operations. That estimate was later adjusted by Treasurer Deborah Goldberg to $70 million for the first fiscal year, given the launch delay. Revenues are forecasted to grow in the second year to $180 million and could reach $230 million by year three.
Aristocrat’s Growing Lottery Footprint
Aristocrat Interactive, formed from the merger of Anaxi and NeoGames entities in 2024, has become a key player in North America’s regulated iLottery landscape. The company recently launched iLottery services in New Hampshire in July 2025 and signed a six-year deal with Michigan Lottery, also set to begin in July 2026.
Via NeoPollard Interactive—its joint venture with Pollard Banknote—Aristocrat Interactive is already supporting lotteries in Alberta, North Carolina, Virginia, West Virginia, and Michigan (through June 2026).
Moti Malul, CEO of Aristocrat Interactive, commented: “We are extremely proud to be selected as the partner for MSLC– after a highly competitive process. We’re excited to be partnering with the MSLC who are widely recognized as a global leader in lotteries. We look forward to helping the MSLC deliver on its objective to expand player engagement through innovative and responsible online play, and further enhance their ability to contribute to and support local communities.”
Aristocrat’s win further underscores its status as a preferred partner for jurisdictions aiming to modernize lottery operations with scalable, omnichannel technology.
