In a decisive move to safeguard Michigan residents, the state’s gaming regulator has issued cease-and-desist orders to five unauthorized online gambling platforms operating without licenses.
The Michigan Gaming Control Board (MGCB) has initiated enforcement measures against five online gaming operators accused of offering unregulated gambling services to users within the state. The targeted platforms include BoVegas Casino, BUSR, Cherry Gold Casino, Lucky Legends, and Wager Attack Casino.
These entities have been accused of violating multiple state laws, including the Lawful Internet Gaming Act, the Michigan Gaming Control and Revenue Act, and provisions of the Michigan Penal Code, by conducting gambling activities without proper licensing.
Unregulated Sites Face Legal Deadline
According to the MGCB, the cease-and-desist orders mandate that all five platforms cease their operations within 14 days or face additional legal consequences. Should these operators fail to comply, the MGCB has confirmed it will pursue further action in coordination with the Michigan Department of Attorney General.
“These illegal sites undermine the integrity of Michigan’s regulated gaming industry and put players at serious risk,” said Henry Williams, Executive Director of the MGCB. “We will not tolerate unlicensed gambling operations that exploit Michigan residents.”
What the Investigation Revealed
The MGCB’s inquiry discovered that these platforms were offering a variety of gambling services—including sports betting, slot machines, blackjack, and other casino games—to Michigan players without obtaining the necessary approvals or adhering to state-mandated consumer protections.

- BoVegas Casino offers slots and table games without complying with Michigan’s licensing rules.
- BUSR advertises itself as a sportsbook and casino, yet lacks regulatory approval.
- Cherry Gold Casino provides multiple casino titles but is not authorized in the state.
- Lucky Legends touts a VIP gaming experience while bypassing fair gaming oversight.
- Wager Attack Casino combines sportsbook and casino elements without proper licensing, exposing users to unregulated conditions.
Player Risks and Regulatory Concerns
The MGCB warned that users engaging with these illegal platforms face serious risks. Without regulation, players lack access to dispute resolution, may encounter unfair or fraudulent practices, and often experience unreliable payouts. The absence of formal oversight leaves players without legal protections afforded by licensed operators.
“These illegal operations, whether offshore or operating without a Michigan license, exploit players and put them at risk,” added Williams. “We will continue to take strong action to protect the integrity of Michigan’s gaming industry and to ensure that residents have access to safe, legal, and regulated gambling options.”
