Ontario’s regulated iGaming sector achieved record results in 2025, as licensed operators generated just over $4 billion in non-adjusted gross gaming revenue (NAGGR) while processing approximately $98.3 billion in wagers. The figures confirm that the province maintained its position as North America’s most competitive online gambling market, spanning online casinos, sports betting, and peer-to-peer poker.
The year’s growth was robust, with wagering activity increasing 26% compared with 2024. Revenue before tax climbed 34%, totaling $4.0 billion. Based on Ontario’s 20% iGaming tax, the province likely collected $807 million, leaving operators with a combined $3.2 billion. Since launching regulated iGaming in April 2022, cumulative operator revenue has reached roughly $10.2 billion, producing an estimated $2.04 billion in provincial tax.
Record Monthly Handles Highlight Sustained Growth
December 2025 marked a peak for the market, with wagering activity of $9.5 billion and revenue of $425.4 million, the highest monthly totals since regulation began. Compared with December 2024, handle increased 21.5% and revenue rose 57.3%. October through December all exceeded $9 billion in wagers, and revenue surpassed $400 million in November before breaking that record again in December.
Player engagement also grew, with 1.267 million active accounts by year-end, a 24.5% increase from 2024. Average revenue per account reached $334, the highest in Ontario iGaming history, up 27% from the prior year.
Online Casino Remains Dominant
Online casino gaming continued to drive the market. In December, $8.3 billion of the $9.5 billion handle—87%—came from iCasino, with its share ranging between 83% and 89% throughout the year. December revenue from online casinos totaled $320.5 million, or 75% of monthly gross revenue, bringing the full-year total to over $3.1 billion.
Sports betting, while smaller, ended 2025 on a positive trend. Monthly sports handle in December was $1.09 billion, about 11% of total wagering, down 4% from the previous year. Revenue reached $102 million in November and $99.1 million in December, the highest monthly totals for sports betting in 2025 and 150% higher than December 2024. Peer-to-peer poker remained minor, with $141 million in December wagers generating $5.8 million in revenue, roughly 1.4% of total market activity.
Operator Landscape Evolves
By late January 2026, Ontario had 48 licensed private operators running 82 gaming sites, excluding the provincially operated OLG platform. The year saw several changes: Golden Nugget Online Casino launched under DraftKings’ brand, while Fitzdares, Betiton, MagicRed Casino, and Wildz exited. DAZN received approval to launch DAZN Bet in 2026, Absolutebet has secured a license, and High Roller Technologies has an application pending with the Alcohol and Gaming Commission of Ontario.
Ontario’s continued iGaming expansion coincides with Alberta preparing its own regulated framework, positioning Canada for a broader online gambling footprint in 2026.
