PA Gaming Board Issues $70K in Fines, Bans Seven Individuals

During a meeting in Harrisburg, the Board approved a pair of consent agreements brought forward by its Office of Enforcement Counsel (OEC). The penalties were handed down to two major operators for separate violations.

FanDuel and Rivers Casino Penalized Over Licensing and Underage Access

A $40,000 fine was issued to Betfair Interactive US LLC, which operates under the FanDuel brand, due to its failure to properly license several employees. The company was cited for not securing necessary credentials for team members in accordance with regulatory requirements.

Meanwhile, Sugarhouse HSP Gaming LP, which runs Rivers Casino Philadelphia, received a $30,000 penalty. The fine stemmed from two separate incidents in which individuals under the age of 21 gained access to the gaming floor and participated in gambling activities. Pennsylvania law strictly prohibits anyone under the legal gaming age from entering casino floors or engaging in gambling.

Consent agreements detailing both cases are available to the public upon request from the PGCB’s Office of Communications.

Seven Added to Exclusion Lists, Including Woman Who Left Children Alone

Beyond monetary penalties, the Board took further disciplinary action by placing seven individuals on its various Involuntary Exclusion Lists. These designations bar individuals from accessing any physical casinos, state-regulated online betting platforms, or Video Gaming Terminal (VGT) venues across Pennsylvania.

Among those added to the Involuntary Casino Exclusion List was a woman who left two children, ages 8 and 9, unsupervised in a hotel room at Hollywood Casino at the Meadows. The minors were left alone for nearly eight hours—7 hours and 41 minutes—while the adult engaged in table game gambling.

The PGCB emphasized that such conduct is both dangerous and unacceptable. Officials reminded the public that it is illegal to leave minors unattended in casino hotels, parking areas, or other venues, due to the risks it poses to their safety.

To combat this ongoing issue, the Board has launched a public awareness initiative called “Don’t Gamble with Kids,” designed to reinforce responsible behavior and encourage vigilance among patrons and casino operators alike.

Online Gambling Offenses Result in Further Bans

The remaining two individuals were placed on the Board’s Involuntary Interactive Gaming Exclusion List. These cases involved fraudulent behavior tied to online gambling platforms governed by the state.

These latest additions bring the total number of people listed across the PGCB’s various exclusion lists to 1,411.

The Pennsylvania Gaming Control Board is slated to hold its next public meeting on Wednesday, August 20, 2025, at 10:00 a.m. The session will take place in the Public Hearing Room on the second floor of the Strawberry Square Complex in Harrisburg.
