Pennsylvania Gaming Control Board Reports Record-Breaking Fiscal Year

The Pennsylvania Gaming Control Board (PGCB) has released the 19th edition of its annual report, covering the 2024–2025 fiscal year. The report provides a comprehensive overview of the state’s gaming industry, highlighting record revenue figures, regulatory activity, and diversity initiatives across casinos, sports wagering, online gaming, fantasy contests, and video gaming terminals.

PGCB Executive Director Kevin O’Toole said: “As we look back on Fiscal Year 2024–2025, I am proud to report that the Pennsylvania Gaming Control Board continues to fulfill its mission of ensuring the integrity of gaming operations while promoting responsible gaming, and safeguarding the interests of the Commonwealth.”

He added: “This past year, Pennsylvania’s gaming industry demonstrated resilience and growth, contributing $2.8 billion in tax revenue and supporting thousands of jobs across the state. Our regulatory oversight remains strong, and we are committed to maintaining public confidence in all licensed gaming activities.”

Gaming Revenue Highlights

Legal gaming in Pennsylvania generated a total of $6.4 billion in revenue, resulting in $2.8 billion in tax revenue—an 8.5% increase from the previous fiscal year. Land-based casinos, numbering 17 across the state, contributed just under $3.4 billion from slots and table games, a slight decline of less than 1% year-on-year. Slot revenue edged up by 0.08%, while table games fell 3%, producing $1.5 billion in taxes.

The online gambling sector saw substantial growth, with iGaming revenue rising 27% to $2.5 billion, up from $1.9 billion the previous fiscal year. This generated $1 billion in tax revenue, demonstrating the expanding role of digital platforms in Pennsylvania’s gaming market.

Sports wagering, combining retail and online platforms, produced $487 million in revenue from $8.7 billion in wagers, yielding $175 million in tax revenue. Meanwhile, fantasy sports contests experienced a slight decline, falling 0.66% to $19.1 million in revenue, with tax contributions totaling $2.9 million.

Video Gaming Terminal Growth

Pennsylvania’s video gaming terminal (VGT) establishments at qualified truck stops grew from 74 to 75, each housing the maximum of five machines under licensed operators. The total number of VGTs reached 375, producing $41 million in revenue and $21.5 million in tax revenue, a modest increase of 0.7%.

Diversity and Workforce

The PGCB’s annual diversity report reveals that Pennsylvania casinos employ 15,840 people, with 14,233 residents of the state. Executive, management, and professional staff total 2,584, composed of 62% male and 38% female, while 28% are minorities.

Regulatory Oversight and Programs

The PGCB, established in 2004 through the Pennsylvania Race Horse Development and Gaming Act, continues to oversee all aspects of gaming in the Commonwealth. Its responsibilities include preventing underage gambling, promoting responsible gaming, and operating the Self-Exclusion Program. The 2024–2025 report also highlights statistical findings from key bureaus and details the agency’s enforcement activities.

Currently, Pennsylvania’s gaming landscape includes:

  • 17 land-based casinos
  • 17 retail sports wagering locations
  • 11 online sports wagering sites
  • 24 online casino platforms
  • 75 truck stop VGT locations
  • 9 online fantasy sports sites

Supporting nearly 16,000 jobs, Pennsylvania’s gaming sector not only drives significant tax revenue but also contributes to workforce diversity and economic stability across the state.
