Pennsylvania Gaming Revenue Rises Despite Slot Declines

Pennsylvania’s gaming industry closed December 2025 with a sharp increase in total revenue, as gains from online casino games and sports wagering outweighed continued declines in retail slot play. Combined revenue from casinos, internet gaming, sports betting, fantasy contests, and video gaming terminals reached $616.7 million for the month, marking a 15.76% rise compared with December 2024. Gaming activity generated $255.8 million in tax revenue during the same period.

Casino performance varied across the state. Valley Forge Casino Resort posted the highest overall revenue at $121.8 million, reflecting a year-over-year increase of 39%. Hollywood Casino at Penn National Race Course followed with $116.5 million, up 17.2%, while Rivers Casino Philadelphia reported $57.2 million, representing a 6.5% gain. Several properties recorded year-over-year declines, including Parx Casino and Wind Creek Bethlehem, which both posted lower totals than the previous December.

Online Gaming Offsets Weaker Slot Results

Retail slot machines produced $186.8 million statewide in December, a decline of 7.54% from the prior year. The number of operating machines also fell slightly, dropping to 24,158 units compared with 24,448 a year earlier. Parx Casino remained the leading slot operator with $29.1 million in revenue, although that figure reflected a decrease of 7.7%. Rivers Casino Pittsburgh generated $21.1 million from slots, down 4.1%, while Wind Creek Bethlehem posted $20.4 million, an 11.8% reduction.

In contrast, internet casino gaming delivered record monthly results. Online slots, table games, and poker combined for $259.7 million in December revenue, an increase of 16.13% from the previous year. Hollywood Casino at Penn National Race Course led all operators with $102.0 million in iGaming revenue, followed by Valley Forge Casino Resort at $71.1 million and Rivers Casino Philadelphia at $39.0 million. Online slots accounted for the largest share of digital revenue statewide, totaling $194.6 million for the month.

Sports Betting Revenue Surges As Handle Declines

Sports wagering also contributed strongly to December’s results, even as the total amount wagered declined. The statewide betting handle reached $797.4 million, down 10.74% from December 2024. Despite the lower handle, taxable sports betting revenue climbed to $84.8 million, nearly triple the amount reported a year earlier.

Valley Forge Casino Resort led sports wagering revenue with $38.3 million generated from a handle of $283.9 million. Hollywood Casino at the Meadows followed with $25.0 million from $245.5 million in wagers, while Hollywood Casino York produced $4.6 million from a $55.1 million handle. State tax collections from sports betting totaled $35.4 million in December.

Video gaming terminals at qualified truck stops generated $3.38 million in adjusted revenue, slightly below the prior year, while fantasy contests produced $2.69 million, reflecting a marginal decline. Together, these segments played a smaller role in overall results but remained part of the broader gaming mix.
