The month of November has been quite a dynamic one for the gambling industry of North Dakota, as tribes were approved to offer casinos, online gaming, and sports betting on reservation land. Maryland launched its online sports betting market, while California will have to wait until the next referendum.
Nigeria presented details of its iGaming regulatory framework, while Ireland tightened up its responsible gambling and player protection measures. Following another delay, it remains unclear when Córdoba will launch its online gambling market.
Overview of regulations USA-Wide
California: The legalization of sports betting in the state will have to wait until the next referendum in November 2024, as both ballot proposals were rejected.
District of Columbia: Council member Elissa Silverman came up with legislation to open the regulated sports betting market to commercial suppliers interested in providing services across the district. The bill would terminate Intralot’s contract to operate GambetDC in 2024.
Illinois: The Gaming Board reopened the application process for providers who want to offer online sports betting in the state. Interested parties can submit their applications for 3 available online-only certificates until March 1, 2023.
Maryland: On November 23, 2022, the state officially opened its online sports betting market, following the Commission’s approval for 10 licenses. Seven operators went live on the first day- BetMGM, Caesars, DraftKings, Barstool, BetRivers, PointsBet, and FanDuel.
North Dakota: Governor Doug Burgum completed drafts of the state’s tribal gaming compacts which will allow tribes to offer casinos including online gaming and sports betting on reservation land. The compacts were submitted to the Department of the Interior for approval. Worth noting is that although the compacts do not permit tribes to extend their online services across the state, the Governor included language to clarify that this would be allowed if the state law permits it.
Vermont: The Sports Betting Study Committee submitted its recommendations to the state legislature, aiming to advocate for permitting two to six online sports betting operators. The suggested tax rate is 20% of the gross win.

Ireland: As per the legislation approved by the Cabinet, gambling advertisements would be prohibited between 05:30 and 21:00, while online adverts would be visible only to people who opt in to receive them.
