Unlicensed Offshore Casinos Face MGCB Crackdown in Michigan

The Michigan Gaming Control Board (MGCB) has directed Betty Wins, Orbit Spins, Pacific Spins Casino, and Yabby Casino—all operated by offshore company Tech Zone, Inc., registered in the Union of Comoros—to immediately stop offering online gambling services to Michigan users.

These platforms were found to be in breach of state law by offering internet casino-style games and interactive betting without the necessary licenses. The violations extend across several legal areas, including the Lawful Internet Gaming Act, Michigan Gaming Control and Revenue Act, and specific parts of the Michigan Penal Code.

Consumer Protection at the Forefront

In announcing the enforcement action, the MGCB stressed the risks that unregulated gaming platforms pose to Michigan consumers. Unlike licensed entities, illegal gambling sites are not subject to oversight, lack transparency, and provide no guarantees of fair play or responsible gaming tools.

“These offshore operators lure players with flashy ads and promises of big winnings, but in reality, they put consumers at serious financial and personal risk,” said Henry Williams, the MGCB’s Executive Director. “We will continue to take strong action against unlicensed sites to ensure gambling in Michigan is legal, fair, and secure.”

Tech Zone’s brands now join a growing list of entities facing regulatory pressure in Michigan. The board made it clear that failure to comply with the cease-and-desist notices could trigger further legal consequences, with potential involvement from the Michigan Department of Attorney General.

A Pattern of Enforcement

This isn’t the first time Michigan’s regulator has targeted unlawful gambling operations. In August 2025, the MGCB took similar action against 15 online gambling operators running unauthorized services in the state. That group included platforms such as 7 Bit Casino, Grande Vegas Casino, and Liberty Slots Casino.

“These unlawful operators try to present themselves as legitimate entertainment options, but they offer zero player protections, no accountability, and a real risk to consumers,” Williams said at the time. “Our message is simple: If you want to offer gambling in Michigan, follow the law or we will stop you.”

Each operator from that earlier group was also found to be in violation of the same key state gaming laws. The MGCB emphasized that only those licensed by the agency are permitted to operate online casino games and sports betting platforms within Michigan borders.

Giving Players the Tools to Stay Safe

To further protect residents, the MGCB has ramped up its public awareness campaign, “Play It Smart, Michigan”, which aims to help users differentiate between legal and illegal gambling sites. A dedicated webpage titled “Legal vs. Illegal Gaming” has been launched to guide players in identifying legitimate options and avoiding scams.

The site includes a list of approved operators, practical advice on spotting red flags, and updates on enforcement efforts. The campaign also includes outreach through social media platforms like Facebook, Instagram, and X (formerly Twitter), featuring educational videos and tips.

“Illegal operators may use familiar branding or social media ads to appear trustworthy,” Williams warned. “But if the site isn’t licensed by the MGCB, it isn’t safe. We encourage all players to check before they bet.”

With offshore gambling outfits continuing to reach into regulated markets, Michigan’s watchdog remains firm in its mission to secure the state’s iGaming environment and ensure player protections stay intact.
