VGW to End Sweepstakes Play in New Jersey as State Ban Advances

End of an Era for Dual-Currency Play

VGW has informed players in New Jersey that it will discontinue its dual-currency sweepstakes system, which allows users to purchase Gold Coins and receive Sweeps Coins as promotional items that can be redeemed for prizes. Gold Coins, by contrast, are used solely for entertainment and cannot be exchanged for real money.

“Our valued players in New Jersey will still be able to enjoy all their favorite free-to-play games using Gold Coins, and we are 100% focused on ensuring players are fully informed about the changes and that this transition is as smooth as possible,” a VGW spokesperson said. “This decision wasn’t taken lightly and was made in the best interests of all our stakeholders following recent decisions by legislators.”

Legislative Ban Sparks Operational Shift

The legislative catalyst behind this change is Bill A5447, passed by both chambers of the New Jersey Legislature on June 30. The bill prohibits any online gaming operator from offering sweepstakes-style platforms that rely on dual-currency systems. While awaiting Governor Phil Murphy’s signature, the law also includes exceptions for promotional contests run by retail or food service businesses and criminalizes the promotion of sweepstakes casinos.

VGW’s Broader Compliance Strategy

VGW has gradually scaled back sweepstakes offerings in other states, including Connecticut, Montana, and New York, in response to similar legislative actions. It has fully withdrawn from some markets such as Louisiana and Connecticut, while continuing Gold Coin-only operations in others like Idaho and New York.

The company remains vocal about its commitment to responsible operations. “VGW has operated in North America for more than a decade, creating not only great games, user experiences and entertainment but ensuring this is done safely, responsibly and at the highest level of standards,” the company stated.

It also reaffirmed its stance on regulatory cooperation: “We acknowledge increased interest in our innovative industry that millions of Americans enjoy, and are committed to respectful engagement on establishing modern, appropriate regulatory and taxation structures that benefit players and states alike.”

Sales Tax and Age Limit Changes Reflect Broader Reforms

In addition to regulatory adjustments in New Jersey, VGW has implemented wider changes in 2025. It raised its minimum player age to 21 in February and began collecting sales tax on Gold Coin purchases in various U.S. states starting July 10. The company did not disclose which states are affected, leaving it unclear whether New Jersey is included.

“We acknowledge this is a change for some of our players,” VGW said, “but as the legal framework has evolved over time, we’ve determined it is the appropriate time to take this action.”

VGW’s response highlights its intent to remain compliant and transparent as the sweepstakes gaming model continues to face mounting legislative scrutiny across the U.S.
