The Minnesota Lottery has signed a long-term agreement with Scientific Games to modernize its technology systems, marking a shift toward integrated retail and digital operations. Announced on April 20, 2026, the partnership introduces a platform designed to replace legacy infrastructure and support future growth.
The seven-year contract, which includes an option for a three-year extension, will see Scientific Games deploy a cloud-based solution built on its Momentum ecosystem. This system brings together a range of tools, applications, and services intended to improve performance across both retail and digital sales channels.
System Upgrade Focuses on Performance
The new platform will enhance operations across the lottery’s network, including improvements in security, efficiency, and scalability. By adopting a cloud-based structure, the Minnesota Lottery aims to strengthen its ability to manage sales while adapting to changing player behavior and market conditions.
“We took an innovative approach to selecting technology that would pave the way to the future and responsibly grow our contributions to programs that positively impact the lives of Minnesotans,” said Adam Prock, Executive Director, Minnesota Lottery. “We were seeking modern technology and a solution focused on service and partnership. Scientific Games was aligned with our vision for growth.”
The rollout will integrate several core components, including the SciTrak system for scratch game distribution, the gem | Intelligence portal for retailer management, and the INFUSE platform for analytics. Retailers will also receive upgraded equipment such as SCiQ digital menu boards, WAVE clerk-operated terminals, and PlayCentral self-service machines. A digital promotions system supported by a customer relationship management program will also form part of the deployment.
Industry Growth and Broader Expansion
Scientific Games continues to strengthen its position as a lottery systems provider, with recent selections by lotteries in Ohio, New Mexico, and Québec. Over the past decade, the company has completed more than 50 system implementations and conversions worldwide, including projects in markets such as the United Kingdom and New Zealand.

Since its establishment in 1990, the Minnesota Lottery has generated more than $4 billion for state programs. These funds have supported initiatives tied to environmental protection, education, public safety, health services, and problem gambling.
Legislative Activity Shapes Gaming Environment
Alongside this technology upgrade, lawmakers in Minnesota continue to evaluate gambling-related policies. A proposal aimed at banning prediction market platforms has advanced through committee. The measure seeks to classify these platforms as illegal gambling operations rather than financial instruments, reflecting concerns about regulatory clarity.
At the same time, a separate effort to legalize online sports betting has stalled. Senate File 4139 was reviewed in committee but did not move forward to a vote.
Additional legislation addressing sweepstakes-style platforms casino has also progressed.
Together, the technology partnership and ongoing legislative discussions highlight a period of transition for Minnesota’s gaming sector, where system upgrades and regulatory decisions continue to shape its direction.
