Lawmakers in New Jersey have introduced legislation that would require online gambling and sports wagering operators to send bettors monthly notifications detailing their winnings and losses. The proposal, introduced inSenate Bill 4280 by Sen. John McKeon, adds to a growing set of responsible gambling measures in a state with one of the largest regulated online wagering markets in the United States.
The bill applies to both online casino platforms and sports betting operators licensed in New Jersey. If approved, it would require operators to issue recurring statements showing the total amount each customer has won and lost since the previous update. These records would be delivered through push notifications and other electronic communication methods chosen by the user.
Proposal Expands Player Activity Transparency Rules
The legislation defines a push notification as an automated message sent to a bettor’s device when a gaming application is not actively open or visible. Under the bill, operators would be required to provide “regular statements concerning the patron’s winnings and losses,” including “the total dollar amounts of winnings and losses since the last statement.”
Oversight of implementation would fall to the Division of Gaming Enforcement, which would also have authority to determine whether additional information must be included in the notifications. The bill amends both the state Casino Control Act and existing sports wagering regulations.
Lawmakers argue the measure is intended to improve transparency around gambling activity, particularly as mobile wagering continues to dominate the market. New Jersey has remained one of the leading US states for regulated online gambling since sports betting was legalized in 2018, with mobile platforms accounting for most betting activity.
Responsible gambling advocates have increasingly supported tools that give players clearer insight into their behaviour. Similar approaches have been discussed in other jurisdictions as regulators attempt to address concerns related to problem gambling and the ease of access provided by mobile platforms.
Broader Push for Responsible Gambling Measures
The New Jersey proposal arrives amid wider national discussions over consumer protection in gambling, including affordability checks, advertising limits, and mandatory reporting of player activity. Some operators already provide optional win-loss summaries through account dashboards, but the bill would require proactive delivery on a monthly basis.
The language of the legislation also highlights the dual function of push notifications, describing them as messages that “prompt the patron to check or engage with such platform.” While intended to increase transparency, the requirement may create operational considerations for operators balancing engagement tools with disclosures that highlight losses.
New Jersey lawmakers have introduced multiple bills in recent sessions aimed at strengthening responsible gambling protections and maintaining regulatory oversight of the industry as it expands.
Immediate Implementation If Approved
Introduced on May 14, the bill has not yet advanced through committee. If passed, it would take effect immediately.
New Jersey already requires problem gambling messaging in advertising, including the “1-800-GAMBLER” helpline.
According to PlayNJ, the proposed system would be one of the most direct efforts to regularly inform players of cumulative gambling results within the state’s regulatory framework.
