South Africa Targets Youth Gambling Risks With New Campaign

By | August 21, 2026

South Africa has established a National Task Team (NTT) to lead the Risk to Responsibility Campaign, a national initiative focused on gambling awareness, financial wellness and prevention among students and young people. The campaign responds to concerns about youth vulnerability, misuse of student financial aid for gambling and growing exposure to harmful online environments.

The initiative places particular attention on students facing financial pressure, digital exposure and misinformation. Greater online access has also increased young people’s exposure to illegal gambling platforms and impulsive behavioural influences, with potential consequences for financial wellbeing, academic performance, mental health and future opportunities.

National Task Team Brings Institutions Together

The NTT combines organisations from the gambling, education, research and public sectors. Its members include the African Lotteries and Gaming Association (ALGA), National Student Financial Aid Scheme (NSFAS), National Gambling Board (NGB), Council for Scientific and Industrial Research (CSIR), National Liquor Board Authorities, Mpumalanga Economic Regulator (MER), which chairs the Provincial Task Team, Higher Health, South African Technical Vocational Education and Training Student Association (SATVETSA), and South African Union of Students (SAUS).

The campaign will use educational outreach, media advocacy, public awareness initiatives, partnerships and youth-focused programmes to support informed decision-making. Its wider approach also recognises the relationship between gambling environments, alcohol consumption, impulsive behaviour and youth vulnerability across social and digital spaces.

Responsible behavioural education will form part of the campaign’s messaging, with the NTT seeking to encourage accountability and healthier social environments among young people.

The initiative describes its central direction as moving “from Risk to Responsibility”, while giving young people a greater role in safeguarding their own communities.

Student Leadership Forum Planned

The campaign will also introduce the Future Leaders Responsible Gambling Forum. The national student platform will involve nominated representatives from universities across South Africa and aims to develop student advocates for financial wellness, responsible behavioural awareness and youth safeguarding.

The forum will support leadership engagement, advocacy initiatives, educational campaigns, industry mentorship, peer-to-peer awareness programmes, community outreach and national dialogue concerning youth safeguarding and responsible behavioural awareness.

The campaign’s organisers intend to position young people as active participants in longer-term behavioural change. The programme seeks to give students opportunities to contribute to safer and more responsible communities while strengthening awareness of gambling-related risks.

Wider Gambling Concerns Add Context

The campaign comes amid broader scrutiny of South Africa’s online gambling environment. The provided material notes that illegal operators accounted for about 62% of online gambling activity in the country, according to a Yield Sec report. The South African Bookmakers Association has also called for urgent action against illegal offshore gambling websites.

The campaign’s focus therefore extends beyond individual gambling behaviour to the environments in which young people encounter gambling online. Its prevention-focused approach combines public education with financial wellness and responsible behavioural awareness.

The NTT brings together institutions, industry stakeholders, educational bodies, advocacy organisations and strategic partners around youth safeguarding and prevention-focused engagement. Through that structure, the campaign aims to maintain long-term attention on young people’s wellbeing, financial decisions and future opportunities.
