The sweepstakes market entered August with operators facing a wider set of state restrictions after another month of changes across the US. July brought effective bans in Indiana and Maine, additional withdrawals from Iowa and continued availability changes in Louisiana and Tennessee.
The state landscape has produced different responses depending on when restrictions took effect and how widely operators had already limited access. Indiana and Maine generated the most visible changes during July, while Louisiana’s August 1 prohibition and Oklahoma’s November 1 deadline set the next dates for operators to monitor.
July Reshapes State Availability
Indiana’s prohibition took effect July 1, following voluntary departures by many major platforms during June. Maine’s ban became effective on July 29.
The Maine date followed a legislative timing issue. Some reports had placed the effective date on July 15, but legislation without an emergency clause takes effect 90 days after the Legislature adjourns. The Legislature adjourned on April 29, establishing July 29 as the effective date.
Operators responded differently. Several restricted Indiana and Maine completely, while others shifted one or both jurisdictions to Gold Coin-only access.
By July 31, some platforms still had either state listed as available. Casino Click, Cluck, FreeSpin, Legendz, Lucky Rush, Lunaland, Moonspin, Rebet, Rune Wager, Scrooge, SweepsUSA, Sweet Sweeps and The Money Factory still allowed Indiana and Maine. Cosmo Slots, Speed Sweeps, Rich Sweeps, Sweeps Royal, The Win Zone and Zoot still listed Maine as eligible. The lists could change further, particularly in Maine, given that its prohibition had only been effective for two days.
Iowa Adds Another Layer Of Caution
Iowa followed a different path during July. The state has not enacted a prohibition comparable to Indiana or Maine, although new legislation gives regulators clearer powers to issue cease-and-desist orders and pursue injunctive relief against unlicensed operators.
Operators continued responding to that change. Carnival Citi, Cosmo Slots, Dara, Golden Hearts, Jefebet, Lavish Luck, Lucky Slots, Lucky Stake, Rolling Riches, Sidepot, Smiles, Spin Saga and The Win Zone added Iowa restrictions during July. Golden Hearts made the state Gold Coin-only.
Louisiana And Tennessee Approach Further Changes
Louisiana already had widespread operator restrictions before its prohibition takes effect on August 1. Casino Click, Cosmo Slots, FreeSpin, Golden Hearts and Sorcery Reels still listed Louisiana as available on July 31.
Tennessee’s prohibition is already in force, although Casino Click, Lucky Slots, Peak Play, Rebet, Ruby Sweeps, Rune Wager, Sorcery Reels, SpinQuest, SweepsUSA and Sweet Sweeps continued to list the state as available.
At the end of July, commonly restricted jurisdictions included Connecticut, Idaho, Indiana, Louisiana, Maine, Michigan, Montana, Nevada, New Jersey, New York, Tennessee and Washington. Delaware, Kentucky, Maryland and West Virginia were also commonly excluded.
Oklahoma has enacted a prohibition beginning November 1. Operators are unlikely to make widespread changes there immediately, leaving the state as a later point of focus.
August should bring fewer large-scale exits than July, although operators may continue updating Indiana and Maine restrictions. Iowa, Louisiana and Tennessee could also see further availability changes. Oklahoma is expected to attract more attention closer to November 1.
