Alberta Finalizes iGaming Responsible Gambling Rules

Alberta has completed its responsible gaming framework ahead of the launch of its regulated iGaming market on Monday, introducing mandatory player protection measures that licensed operators must implement from the first day of operations.

The Alberta Gaming, Liquor and Cannabis Commission (AGLC) finalized requirements covering self-exclusion, underage gambling safeguards and responsible gambling tools, building on standards first released in January. The framework also incorporates measures already used in other regulated jurisdictions, including Ontario, while adding a province-wide self-exclusion system that will be available when the market opens.

The new online portal provides information, frequently asked questions and support resources for Albertans seeking to exclude themselves from gambling.

Province Introduces Day One Self-Exclusion System

Every licensed operator will be required to promote Alberta’s centralized self-exclusion program and make it easily accessible through its iGaming platform. Players who choose to self-exclude before unsettled futures wagers are decided must receive refunds for eligible bets.

The province’s approach differs from Ontario’s timeline. While Ontario legalized online sports betting in 2022, it did not launch a centralized self-exclusion system until May 2026. Alberta will have the program in place from the opening day of its regulated market.

The standards also include measures intended to prevent minors from gambling and require operators to provide responsible gambling tools for customers.

RG Check Accreditation Becomes Mandatory

Alongside the AGLC requirements, the Alberta iGaming Corporation (AiGC) confirmed earlier this year that every licensed operator must obtain RG Check certification through the Responsible Gaming Council before entering the market.

Announced in February, the accreditation program provides independent verification that operators meet responsible gambling standards across their businesses.

Dan Keene, AiGC CEO, said: “By requiring RG Check accreditation, we’re ensuring that every iGaming operator in our market has demonstrated their commitment to player safety through independent verification of their responsible gambling programs.”

The Responsible Gaming Council will assess operators using “rigorous, evidence-based standards, covering governance, player safeguards, staff training, and marketing practices” and will carry out ongoing reviews to confirm operators continue meeting accreditation requirements.

Industry Focus Turns to Player Engagement

As Alberta prepares for launch, discussion has also focused on how responsible gambling messages reach consumers.

Commentary surrounding the market opening argues that operators should devote the same level of attention to responsible gambling campaigns as they do to marketing their products. Research referenced in the discussion indicates that practical messages encouraging players to plan their gambling and use available tools perform better than broad warnings.

The opinion piece also highlighted BetMGM’s responsible gambling campaign featuring Connor McDavid as an example of using humour and high-quality production to encourage players to pause before betting and make use of responsible gambling features. According to the commentary, the campaign was followed by a 38% year-over-year increase in deposit limit usage and a 55% increase in stake limit usage on BetMGM’s Ontario platform during 2024.
