Brazil’s Secretariat of Prizes and Bets (SPA) has launched a public consultation to collect feedback that will help shape revised regulations governing betting operator licensing in the country’s regulated market.
The regulator published Public Consultation Notice SPA/MF No. 3/2026 in the Federal Official Gazette, beginning a 45-day consultation that runs from July 27 through September 9, 2026. The initiative will support the drafting of a new ordinance establishing updated rules and requirements for companies seeking authorization to offer fixed-odds betting services.
The review forms part of the SPA’s Regulatory Agenda, introduced under Ordinance No. 817 in April 2025, which identified betting authorization procedures as an area for revision. Although the review had originally been scheduled for the first quarter of 2026, the consultation has now officially opened.
Regulator Seeks Feedback on Licensing Process
The consultation focuses on refining procedures introduced under SPA/MF Ordinance No. 827/2024, which established the conditions operators must satisfy to obtain authorization in Brazil’s regulated betting market.
According to the SPA, the revised framework will reflect experience gained during the first licensing cycle while incorporating suggestions submitted during the consultation.
Individuals and legal entities can participate through the Brasil Participativo Portal using a gov.br account. Once the consultation closes, the regulator will evaluate submissions under the procedures established in Article 31 of Decree No. 12,002/2024.
The future ordinance will continue operating within the legal framework established by Law No. 13,756 of December 12, 2018, Law No. 14,790 of December 29, 2023, and Article 29 of Decree No. 12,002 of April 22, 2024.
The consultation notice was signed by Daniele Correa Cardoso, Secretary of Prizes and Bets at Brazil’s Ministry of Finance.
Transparency Measures Continue
The licensing review accompanies broader government efforts to increase transparency surrounding betting regulation.
In June, Finance Minister Dario Durigan announced that more than 25,000 documents related to betting licensing would be published, describing the initiative as part of the ministry’s transparency commitment.
Earlier this week, the Ministry of Finance also introduced Administrative Order No. 2,126, creating a task force dedicated to strengthening transparency throughout gambling licensing procedures.
Alongside licensing reforms, the SPA has expanded oversight of the regulated market. Recent monitoring has included checks on whether licensed operators submit consistent information through the Betting Management System.
Oversight Developments Extend Beyond Licensing
The regulator has also reported changes in responsible gambling activity.
During the FIFA World Cup period, the average daily number of self-exclusion requests submitted by users of licensed betting platforms increased by 588% compared with a similar period in May.
Current SPA figures also indicate that 3.8 million individuals are prohibited from accessing licensed betting platforms in Brazil.
Once the consultation period concludes, the SPA will assess all submissions before using the feedback to prepare updated authorization rules. The revised ordinance is expected to incorporate practical lessons from the market’s initial licensing process while refining requirements for future applicants seeking approval to operate fixed-odds betting services.
