The Gambling Regulatory Authority of Ireland (GRAI) and the Nevada Gaming Control Board (NGCB) have signed a Memorandum of Understanding (MoU) that establishes a formal framework for cooperation between the two regulators.
The agreement marks the first MoU between GRAI and a gambling regulator in the United States. It also represents the first formal partnership between Irish and American gambling authorities, creating a channel for exchanging regulatory knowledge and experience.
The announcement comes as Ireland expands its gambling oversight through the recent launch of licensing for online and remote betting services. Both authorities said the growth of cross-border gambling and online platforms makes closer cooperation increasingly important.
Agreement Focuses on Regulatory Knowledge Sharing
The MoU is intended to support the exchange of expertise, regulatory practices and insights into legal and market developments affecting each jurisdiction.
Nevada’s regulator brings decades of experience to the partnership. Gambling has been legal in the state since 1931, and the NGCB has developed one of the world’s longest-established regulatory frameworks. The board is also managing current enforcement issues, including its ongoing legal dispute involving prediction market operator Kalshi.
For Ireland, the agreement comes during the early stages of the GRAI’s development. Created to oversee the country’s unified gambling market after years of fragmented legislation, the authority has recently begun issuing licences for online and remote betting operators.
The collaboration is expected to help the Irish regulator draw on Nevada’s experience while strengthening oversight of digital gambling services that increasingly operate across national borders.
Consumer Protection Remains a Shared Priority
Anne Marie Caulfield, CEO of the GRAI, said the partnership will provide valuable support as the regulator continues to build its operations.
“The knowledge and expertise that the Nevada Gaming Control Board have in terms of gambling regulation are very valuable to us in the GRAI.
“We very much welcome the insight, guidance, and experience that the NGCB can provide to the GRAI as a newly established regulator, and I look forward to our continued partnership with the shared goal of consumer protection and public health and safety at the heart of operations.”
NGCB Chairman Mike Dreitzer also welcomed the agreement, saying: “We are pleased to sign an MOU with the GRAI and look forward to sharing best practices with them and advancing our collaboration.”
Cooperation Extends Beyond Licensing
Industry observers note that regulatory knowledge sharing can improve oversight, support responsible gambling initiatives and reduce duplication by allowing lessons learned in one jurisdiction to inform another.
The partnership also arrives as regulators face evolving challenges linked to online betting, artificial intelligence, blockchain technology, betting integrity and data privacy. At the same time, exchanging information requires compliance with privacy rules, while differences in regulatory priorities and the pace of technological change can complicate cooperation.
The MoU was announced shortly after GRAI began issuing remote betting licences and launched a gambling awareness campaign focused on warning signs among younger people. During the same period, the NGCB has continued enforcement efforts involving prediction market operators.
Representatives from both organisations previously met at ICE 2026 in Barcelona.
