Sports betting operators have poured more than $10 million into Georgia’s 2026 election cycle, backing candidates who support legalizing online wagering as part of a broader effort to reshape the state’s legislative outlook.
The spending surge follows the collapse of a sports betting referendum bill in the Georgia House earlier this year, which failed to advance a proposal that would have allowed voters to decide on legalization. In response, major industry players have shifted focus toward influencing legislative races, targeting both Republican and Democratic candidates who support bringing regulated betting to the state.
Georgia remains one of the most significant untapped markets in the United States, as it is the most populous Southern state without legal sports betting. Previous attempts to pass legislation have repeatedly failed in the General Assembly, largely due to moral and religious objections, as well as structural hurdles embedded in the state constitution.
Under current rules, any expansion of gambling would require approval by a two-thirds majority in both legislative chambers, followed by a statewide referendum. Industry supporters argue that legalization could generate substantial tax revenue, potentially supporting programs such as the HOPE scholarship, which funds college tuition for Georgia students.
Super PAC Network Drives Campaign Spending
The funding flows through Win for America, a super PAC network backed by DraftKings, FanDuel, Fanatics, and Bet365. The group channels money into affiliated committees working across party lines.
American Conservative Fund Action Georgia has raised and spent nearly $7.2 million supporting Republican candidates, including Senate Majority Leader Jason Anavitarte, House Speaker Jon Burns, and other senior lawmakers.
American Future has spent up to $2.2 million supporting Democratic lawmakers such as Dar’shun Kendrick, Esther Panitch, and Mary Frances Williams. More than 40 candidates across both parties have received backing based on openness to legalization rather than party affiliation.
Election rules prohibit coordination between candidates and outside groups funding campaigns.
Strategy Aims to Shift Legislative Balance
The approach reflects a broader strategy to reshape the legislature ahead of future sessions by targeting primary races and open seats. Win for America has deployed about $41 million nationwide in 2026, with Georgia among its key priorities.
The $10 million Georgia campaign is one of the largest outside spending efforts in recent state legislative history and is expected to grow as the election cycle progresses.
Atlanta sports teams, including the Braves, Falcons, and Hawks, also support legalization, citing fan engagement and revenue potential.
Legal Barriers Remain
Even if industry-backed candidates succeed in shifting the legislature, legalisation would still face significant structural barriers. Georgia’s constitution restricts most forms of gambling, meaning a constitutional amendment and public referendum would still be required before sports wagering could be introduced.
The next legislative session is scheduled to begin in January 2027, and stakeholders expect the issue to return to the agenda. Whether the current wave of political spending translates into meaningful legislative progress remains uncertain, but it has already positioned sports betting policy as a defining issue in the 2026 election cycle.
